Personal Information Protection Commission recommends removing unnecessary personal information from 230 civil service form
- Results of 996 deliberations on the enactment and amendment bills in the first half of 2020

The Personal Information Protection Commission (PIPC) assessed the infringement elements of personal information on 211 statutes enacted and amended in the first half of this year. The 104 statutes were recommended for improvement, so that unnecessary personal information would not be collected in 233 civil service forms. In those 104 statutes, a total of 263 provisions are recommended for improvement, and there are 233 recommendations for civil service forms which is 89 percent of total.

According to the recommendations on the form, the Resident registration numbers(RRN) cannot be collected solely by the consent of data subject and should be based on the Presidential Decree or above. In case there is no legal grounds or proper necessity, the RRN would be recommended to be deleted or changed to the date of birth(38 cases) or recommended for optional terms if both home and mobile phone numbers were required to be entered(62 cases). If the applicant is a corporation, collecting personal information in civil service forms was improved by preventing the collection of the date of birth, address and telephone number (68 cases) and deleting gender, nationality and occupation that are excessively collected compared to the purpose of handling civil complaints (65 cases).

Acting chairperson of PIPC, Kim Il-jae said, "Considering the concerns of the public who are reluctant to disclose personal information due to social issues such as spam text messages or scam calls, we will make efforts to improve it by recommending each ministry at the legislative stage to prevent excessive personal information collection."
