The PIPC Expands the Technical Infrastructure for Right to Data Portability to Cover Employment and Education Sectors 

- The PIPC has kicked off its MyData Intermediary Demonstration Project to expand the right to data portability into the employment and education sectors

The Personal Information Protection Commission (PIPC) and the Korea Internet & Security Agency (KISA) announced the launch of the MyData Intermediary Infrastructure Demonstration Support Project on July 14, 2026. The project aims to establish a technical infrastructure for enabling data portability in the employment and education sectors.

 

The right to data portability allows data subjects to request the transfer of personal data from one IT environment to another for the purposes of using services he or she wants. The PIPC’s MyData initiative enables data subjects to exercise the right to data portability, giving them control over their personal data by requesting the transfer of their personal information between different service platforms. 

 

The PIPC has been broadening the scope of the right to data portability across sectors in a phased manner. To technically support the MyData Initiative, the PIPC will push for a data intermediary demonstration project in the employment and education sectors to develop and explore technical elements, including data subject identifiers and data transfer mechanisms.

 

The Initiative has been, and will continue to be expanded as follows: 

 

● 2025: Healthcare, telecommunications 

● 2026: Energy, employment, leisure 

● 2027: Welfare, transportation, real estate, distribution 

 

At the end of June 2026, the PIPC designated KOSCOM as a lead entity for the demonstration project consortium, together with the Korea Employment Information Service, Chonnam National University, and Hanyang University. 

 

In the employment sector, the project will demonstrate the transfer of data such as job applications and applied jobs. In the education sector, it will demonstrate the transfer of academic history, enrollment status, transcripts, and graduation information. Through these demonstrations, the project will demonstrate that data portability is feasible in practice. 

 

Moreover, the project will demonstrate the entire cycle of data portability, such as: 

 

● User authentication 

● Data standardization 

● Data transfer history management 

● Integration with the OnMyData Platform 

● Data transfers to a data subject who made the request

 

The Project will also offer “Guidelines on Implementing a Data Transfer System for the Employment and Education Sectors,” to support organizations to join the MyData Initiative.

 

The Project aims to minimize technical challenges that might arise during the early stages of implementation while ensuring the stability and trustworthiness of data portability services. 

 

Director-General Shin Min-cheol of the PIPC’s MyData Initiative Promotion Group said, “Establishing a data intermediary infrastructure is essential to promote and exercise the right to data portability as planned.” He also added, “Through this project, we need to ease burdens on data holders and service providers while building a stable and trustworthy data transfer framework that enables the safe use of personal information.”
